Entry procedure through the road checkpoints

From 23.09.2022, in accordance with paragraphs 6-1, 6-2 of the Regulation on the regime at checkpoints across the state border of the Republic of Belarus, approved by Resolution of the Council of Ministers of the Republic of Belarus dated 22.01.2009 No. 70, the following procedure for admission to road checkpoints where the electronic queue system operates is established for certain categories of vehicles and individuals crossing the State Border:


1. The following are exempt from entering the waiting area (i.e. they do not enter the zone and, accordingly, are not subject to registration in the system):

- state, government, parliamentary delegations of the Republic of Belarus;

- special vehicles for medical care, fire protection, emergency rescue and other services, following to provide emergency medical care and eliminate the consequences of emergency situations;

- buses carrying passengers in regular service;

- individuals traveling on the basis of a certificate of a disabled veteran of the Great Patriotic War, a war participant, or a disabled person of group I, issued by the competent authorities of the Republic of Belarus, as well as individuals traveling with disabled children under the age of 18, with the exception of the specified category of individuals traveling on buses during international automobile transportation of passengers in irregular service;

- individuals traveling on diplomatic passports, biometric diplomatic passports;

- individuals traveling on service passports of citizens of the Republic of Belarus, biometric service passports of citizens of the Republic of Belarus;

- heads and employees of diplomatic missions and missions of international organizations, consular offices, as well as members of their families accredited by the Ministry of Foreign Affairs, regardless of the type of passport of their holders - when traveling on vehicles with diplomatic (consular) registration plates of the Republic of Belarus (series CD and CC);

- foreign citizens and stateless persons traveling with documents confirming the severity and intensity of physical activity and participation difficulties of 75-100 percent, issued by the competent authorities of the state of citizenship or usual place of residence of the foreign citizen or stateless person, with the exception of the specified category of individuals traveling on buses during international automobile transportation of passengers in irregular service (in this case, documents drawn up in a foreign language must be accompanied by their translation into one of the official languages of the Republic of Belarus. The accuracy of the translation or the authenticity of the translator's signature on the translation must be certified by a notary or other person entitled to perform such a notarial act);

- vehicles of the units of the Department of Security of the Ministry of Internal Affairs, Customs, the Republican Unitary Enterprise "Beltamozhservice" and the vehicles and goods accompanied by them, which are under customs control in respect of which mandatory escort is provided by law and (or) in respect of which customs escort is applied, - subject to the availability of supporting documents.


2. The following persons are admitted from the waiting area out of turn to the road checkpoints where the electronic queue system is in operation (i.e. they enter the zone and are accordingly subject to PAID registration in the system):

- individuals traveling with documents on the death or serious illness of close relatives, with the exception of the specified category of individuals traveling on buses during international passenger transportation by road in irregular service;

- individuals traveling by decision of the Chairman of the State Border Committee or his first deputy;

- freight vehicles transporting perishable goods, as defined by the act constituting the law of the Eurasian Economic Union, animals, if there are documents confirming the transportation of these goods or animals

- vehicles transporting coffins with the bodies (remains) of the deceased;

- freight vehicles carrying hazardous cargo (the list of hazardous cargo is specified in subsections 1.10.3.1.2 – 1.10.3.1.3 of Appendix A to the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) of September 30, 1957);

- individuals traveling with children under 3 years of age, with the exception of the specified category of individuals traveling on buses when performing international road transportation of passengers in irregular service;

- vehicles of the national postal operator carrying international postal items, and transport vehicles
