Electronic vehicle passports

The procedure for the functioning of systems of electronic vehicle passports (electronic vehicle chassis passports) and electronic self-propelled passports and other types of machinery was approved by Decision of the Board of the Eurasian Economic Commission of 22 September 2015 No. 122 "On Approval of the Procedure for the Functioning of Systems of Electronic Passports for Vehicles (Electronic Vehicle Chassis Passports) and Electronic Self-Propelled Machines Passports and Other Types of Machinery".

In accordance with subparagraph "ж" of paragraph 2 of Decision No. 122, starting from 01.07.2023 self-propelled machines and other types of equipment manufactured in the EAEU Member States and (or) put into circulation in the Member States after 30.06.2023 may be registered in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation only in the presence of appropriately issued electronic passports.

Authorised bodies of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic for the purpose of free circulation of vehicles shall ensure the possibility of registration of vehicles on the basis of electronic passports and (or) extracts from electronic passports stamped by the seal of the manufacturer, administrator or national operator.

In accordance with the Decree of the Council of Ministers of the Republic of Belarus of 24.04.2020 No. 254 "On Introduction of Electronic Passport Systems" the national operator of the system of electronic vehicle passports (electronic vehicle chassis passports) and the system of electronic self-propelled machines passports and other types of machinery is the open joint-stock company Central Research, Design and Technological Institute of the Organisation and Techniques of Management.

RUE Beltamozhservice is an authorised organisation for issuing electronic vehicle passports (vehicle chassis) and electronic self-propelled machines passports and other types of machinery. The exception is vehicles and machines previously registered in the territory of the Republic of Belarus. Provision of information from the electronic passport systems in electronic form on the status of the electronic passport is carried out by the national operator at the request of the owner of the vehicle, as well as other persons. In addition, the Decree defines the state bodies of the Republic of Belarus, to which the national operator provides information, contained in electronic passports with any status, upon request.
