Information about the interception/reloading of vehicles

When entering the Belarusian automobile checkpoint from the territory of the European Union (hereinafter – the EU), officials of the customs authorities of the Republic of Belarus notify the foreign driver about the rules of entry for EU carriers.

In case of refusal to intercept (overload of goods), the vehicle returns to the adjacent territory.

If a foreign carrier makes a decision on the interception/reloading of goods, an official of the customs authority of the Republic of Belarus hands the driver a request to follow to a specially designated place:

customs clearance point (hereinafter referred to as PTO);

to the temporary storage warehouse (hereinafter – SVH);

to the waiting area of the electronic queue system.

Failure to comply with the requirement entails bringing to administrative responsibility.

When traveling to the designated place, the customs authorities place the goods under the customs transit procedure with the payment of customs duties and the mandatory imposition of a navigation seal.

After signing contracts with the owner of the place of transfer / reloading and making payment, drivers apply to the customs authority:

a foreign vehicle – to complete the customs transit procedure;

The EAEU vehicle is for placing goods under the customs transit procedure through a customs representative located in the VET.

Admission to the VET is carried out in the event of the arrival of two vehicles (EU and EAEU) in the VET with the simultaneous submission at the checkpoint by two drivers of documents for vehicles and transported goods.

After accepting the documents for vehicles and goods, the vehicles enter the place of interception.

In the VET, at the SVH or in the waiting area of the electronic queue system, a foreign vehicle is placed in the customs control zone and the customs procedure of customs transit is completed.

After the transfer or reloading is carried out, information about the subsequent carrier (EAEU) is indicated in the CMR and the goods are placed under the customs transit procedure. The EAEU vehicle is sent to the customs authority of destination, and the foreign vehicle departs from the territory of the Republic of Belarus to the EU.

In the waiting area, only the hooking of a vehicle is allowed, in the VET and on the SVH – both the hooking and the reloading of goods to another vehicle.

The time for re–hooking is about 1 hour, for reloading goods placed on pallets - about 2 hours.

The service of placing vehicles in the transport and logistics center or the waiting area of the electronic queue system for transshipment of goods is provided on a fee basis. When placed in the territories belonging to RUE "Beltamozhservice", the fee is:

– from 30 Belarusian rubles (780 Russian rubles) – for vehicles not registered in the EU;

– up to 99 Belarusian rubles (2600 Russian rubles) – for vehicles registered in the EU.
