International Certificate of security guarantees

RUE "Beltamozhservice" provides services for the fulfilment of the obligation to pay customs duties and taxes by issuing an international certificate registered with the customs authority of the Republic of Belarus. The main condition for provision of this service is to complete the customs procedure of transit in the customs authority of destination of the Republic of Belarus.

A reminder: in order to create favorable trade conditions for the members of the Customs Union with third countries, an agreement was signed in May of 2010 on certain issues of providing security for the payment of customs duties and taxes in respect of goods transported in accordance with the customs procedure of transit, the specifics of collecting customs duties and taxes and the procedure for transferring the amounts collected regarding such goods. This Agreement was ratified by the Republic of Belarus in May 2011.

According to the Agreement, the certificate of payment of customs duties and taxes, registered by the customs authority of the country that accepted such security and issued to the person who provided it, is a supporting document for the transportation of goods placed under the customs procedure of transit.

The said certificate is used in cases when the security for the payment of customs duties and taxes is provided to the customs authority of the Republic of Belarus. The reason for that is to perform customs operations in the customs authority of the member of the Eurasian Economic Union, with the exception of the Republic of Belarus.

For example, a transporter delivers foreign goods on the Uzbekistan – Belarus route. The customs post for the import of goods into the territory of the EAEU is named after B.Konysbayev (the border of the Republic of Kazakhstan with the Republic of Uzbekistan). The customs post of destination is "Kamenny Log – Beltamozhservice".

In this case, delivery of goods placed under the customs procedure of customs transit to the territory of the Republic of Belarus is possible provided that the customs duties and taxes are paid. The Customs authority of departure of the Republic of Kazakhstan accepts an international certificate registered by the customs authority of the Republic of Belarus and issues goods in accordance with the customs procedure of transit. At the same time, the submitted international certificate will be accepted before the expiration of its use (no more than 30 days from the date of registration).

A long-term contract with RUE "Beltamozhservice" allows transporters to use the service of providing security on the route to Belarus from Uzbekistan and back when delivering foreign goods placed under the customs procedure of customs transit.
