Chairman of the Standing Committee on Industry, Fuel and Energy Complex, Transport and Communications, member of the Council of the House of Representatives of the National Assembly of the Republic of Belarus Igor Komarovsky talked about the results of legislative activity in the transport industry in 2022 and plans for the current year "Logistics.BY".
The past year was marked not only by the adoption of the laws "On Road Traffic" and "On Road Transport". In 2022, a number of important international treaties and agreements were also ratified, affecting all participants in the transport and logistics market of the Union State.
– Igor Sergeevich, in the adopted Law "On Road Transport" it is worth noting Article 56, in which, on the initiative of BAMAP, the responsibility of the shipper, the customer of the transportation, the carrier, the consignee and the forwarder led to a certain balance.
– Indeed, in this article we have tried to balance the interests of all participants in the transport and logistics market, distributing their responsibility for the transportation of goods. It is no secret that the carrier often suffered significant losses, which are not their fault. This was due to the arrest of the cargo, fines due to the absence of primary accompanying documents or unfair registration of papers in which there was not enough information about the cargo or they were unreliable.
BAMAP drew attention to this problem. It is gratifying that the main dialogue and negotiations were conducted between BAMAP and BAME. Since freight forwarding very often takes place on different types of transport, by different carriers, with recoupling/reloading, etc. As a result, we managed to come to a revision of the norms that satisfies all parties. The changes were also supported by the National Center for Legislation and Legal Research of the Republic of Belarus, who were also a participant in this large-scale work.
