Electronic queuing system as a tool to improve the procedure of crossing the state border of the Republic of Belarus

In order to improve the procedure of crossing the state border of the Republic of Belarus, to create the most comfortable conditions for cititzens crossing the border at international border checkpoints, an electronic queuing system of vehicles has been created.

The electronic queuing system is a hardware-software complex, providing information interaction between the border guards and customs authorities, the operator of the electronic queuing system, the operators of the waiting areas and determining the order of vehicles entering the checkpoints for the waiting areas.

The queuing system works in 8 waiting areas at the border crossing points of the Republic of Belarus: Brest, Kotlovka, Grygovschina, Urbany, Bruzgi, Kamenny Log, Benyakoni, Berestovitsa.

In accordance with the Decree of the Council of Ministers of the Republic of Belarus №70 of January 20 2009 and № 1130 of December 31, 2015 the procedure of operation of the electronic queuing system, registration of vehicles in it, operation of waiting areas and requirements to their equipment is defined.

According to this document, persons and vehicles crossing the state border of the Republic of Belarus are allowed to enter the road border crossing points, where the electronic queue system operates, after leaving the waiting area in accordance with the order of priority established by the electronic queue system.

Waiting zones are special areas equipped in front of the checkpoints for registration of vehicles in the electronic queuing system, and for entry into the checkpoint in keeping with the queue set by the system, ensuring comfortable conditions while waiting for entry.

Calling a vehicle to leave the waiting zone and enter the checkpoint is made by an authorized person of the waiting zone in accordance with the sequence established by the electronic queuing system. The Information about the vehicle call is displayed on the main board and on the screens placed in the waiting area. An additional system (in addition to displaying information on the board) of informing drivers about the call of a vehicle to the checkpoint by means of SMS-notification or a phone call has been implemented.

The fee for registration in the electronic queue system was introduced in accordance with the Order of the Council of Ministers of the Republic of Belarus dated 15.09.2022 №607. It is 1 basic unit for trucks and buses, 0.3 basic units for cars, motorcycles and mopeds.

The fee for registration in the vehicle queuing system is charged for each vehicle entering the waiting area from one of the following locations:

- the driver of a vehicle owned an individual or a juridical person;

- an individual or a juridical person, who is the owner of a vehicle. Payment for vehicle registration in the electronic queue system can be made through the WEBPAY and ERIP payment systems.

RUE “Beltamozhservice” acts as an operator of the electronic queue system at road border crossings. The company manages the electronic queue and ensures its proper functioning. The website belarusborder.by provides information about waiting areas and the number of registered vehicles, traffic patterns, etc.

RUE “Beltamozhservice” operates waiting areas with electronic queuing system at the following road checkpoints: Kamenny Log, Beniakoni, Berestovitsa. For comfortable stay of citizens in the waiting areas RUE “Beltamozhservice” provides additional services (store, hot meals, parking for trucks, cars and buses, physical comfort sevices).

With the introduction of the electronic queuing system, the process of crossing the state border of the Republic of Belarus has become more convenient, time –saving and more comfortable. In addition, the transit attractiveness of the country has increased, which is an important aspect, given the geographical location of the Republic of Belarus at the intersection of important trans-European transport corridors.
